Why a Commercial Legionella Assessment Is More Than Temperature Testing

Water temperatures are important, but a suitable Legionella risk assessment involves considerably more than taking a few temperature readings.

The assessor needs to understand the water system and determine where conditions could allow Legionella bacteria to grow or where people could potentially be exposed.

The assessment should also consider how the risk is currently managed.

For commercial premises this can mean examining:

  • Who has responsibility for Legionella control
  • Whether previous assessments remain relevant
  • What monitoring is being carried out

What Should Be Available for a Commercial Legionella Assessment?

You do not need to create documents simply because an assessment has been booked.

However, if relevant records already exist, having them available can help me understand how the system has previously been assessed and managed.

Useful information may include:

  • Water-system schematics
  • Temperature-monitoring records
  • Flushing records
  • Maintenance and servicing records
  • Details of alterations to the water system
  • Previous water-sampling results where relevant
  • Details of the Dutyholder or Responsible Person

  • Records of staff training
  • Information about areas that are unused or infrequently occupied

If some or all of these do not exist, that does not prevent the assessment taking place. Establishing what arrangements are currently in place forms part of understanding the premises.

What Happens During the Assessment?

I attend your premises and assess the water systems and relevant management arrangements.

The exact process varies according to the size and complexity of the premises, but may include:

  • Identifying the hot and cold water systems
  • Reviewing available schematics and records
  • Inspecting accessible water-storage arrangements
  • Taking representative water temperatures
  • Identifying little-used outlets
  • Looking for potential stagnation
  • Considering dead legs and redundant pipework
  • Inspecting showers and other relevant outlets
  • Considering aerosol-producing systems
  • Reviewing existing control measures
  • Identifying people who may be particularly susceptible

The purpose is to produce an assessment that is relevant to the actual commercial premises, not simply a standardised tick-box document.

What Happens After the Assessment?

After the site inspection I prepare a written Legionella risk assessment report.

The report records relevant findings and identifies control measures or actions where required.

This gives the organisation a documented basis for managing Legionella risk and helps the Dutyholder and Responsible Person understand what needs to happen next.

Where ongoing monitoring or controls are required, these should be clearly understood and appropriately recorded.

Written Schemes of Control

Where a Legionella risk assessment identifies a reasonably foreseeable risk that requires ongoing control, an appropriate written control scheme may be required.

The scheme should relate to the actual water system and the measures being used to prevent or control the risk.

Depending on the premises and findings, this may include matters such as:

  • Responsibilities
  • Temperature-monitoring arrangements
  • Flushing of little-used outlets
  • Inspection and maintenance
  • Cleaning or descaling where required
  • Record keeping
  • Actions to be taken if control limits are not achieved
  • Review arrangements

The requirements should be proportionate to the premises and the level and nature of the risk identified.

Is Legionella Water Sampling Required?

Not necessarily.

A Legionella risk assessment and Legionella water sampling are different activities.

The risk assessment examines the water system and the factors that could allow Legionella to grow or expose people to risk.

Sampling involves collecting water samples for laboratory analysis.

Sampling may be appropriate in particular circumstances, but it should not be treated as a substitute for a suitable and sufficient assessment of the water system and its management.

How Often Should a Commercial Legionella Risk Assessment Be Reviewed?

There is not one universal fixed period that applies to every commercial Legionella risk assessment.

The assessment needs to remain suitable and relevant to the premises.

A review may be necessary where there have been changes to:

  • The water system
  • Building layout or use
  • Occupancy
  • Management responsibilities
  • Control arrangements
  • Relevant plant or equipment
  • People who may be exposed
  • Circumstances indicating that existing controls may no longer be effective
